Technical Procurement Portfolio and Governance Manager 

Based in Budapest 

 

 

Purpose of the role

The Technical Procurement Portfolio & Governance Manager is responsible for overseeing the governance, portfolio visibility, and operational consistency of procurement activities within the Technical Procurement department. The role ensures that sourcing processes, tendering activities, contract lifecycles, and supplier management adhere to internal governance principles, regulatory requirements, and best‑practice procurement standards. 

This position supports departmental efficiency and transparency through ownership of procurement frameworks, reporting tools, policy adherence monitoring, and continuous improvement initiatives. Working closely with category managers (Fuel, Base Maintenance, Line Maintenance, Components, etc.), the role ensures alignment, quality, and compliance across all ongoing and planned commercial activities. 

Responsibilities

1. Procurement Governance & Compliance 

  • Maintain and enhance procurement governance frameworks, templates, process maps, and approval standards in alignment with internal policies and regulatory requirements. 
  • Ensure all sourcing and contracting activities within Technical Procurement follow defined governance steps, including documentation completeness, tender integrity, and compliance reviews. 
  • Support internal and external audit requests, ensuring timely and accurate data submission. 
  • Coordinate periodic risk assessments of suppliers and categories, ensuring risk registers are maintained and mitigation plans are monitored 

2. Portfolio Management & Planning 

  • Maintain a consolidated view of the Technical Procurement portfolio, including tenders, contract renewals, sourcing pipelines, and long‑term category roadmaps. 
  • Track progress of all procurement projects, highlighting deviations, risks, and actions to leadership. 
  • Work with Category Managers to prioritize initiatives and support resource allocation decisions. 
  • Facilitate quarterly procurement planning cycles and reporting packages. 

3. Process Improvement, Reporting & Data Analytics 

  • Develop and manage reporting dashboards (cost savings, tender status, supplier KPIs, project status, etc.) in collaboration with Finance and Business Intelligence teams. 
  • Analyze spend, category trends, and contract performance to support strategic decision-making. 
  • Identify opportunities for process optimization, automation, and improved governance compliance. 
  • Create executive-level summaries, presentations, and management reports. 
  • Support the development and rollout of procurement training materials and governance awareness programs. 

Experience

  • 3-5+ years of overall relevant experience. 
  • 2+ years of project management experience, with the ability to drive relevant cross-functional initiatives. 

Hard skills

  • Understanding of procurement governance, sourcing methodologies, and contract lifecycle management. 
  • Strong analytical and financial skills, including spend analysis and KPI reporting. 
  • High proficiency in MS Office (Excel, PowerPoint, Word) and strong confidence using GPT productivity tools. 

Education

Bachelor’s or Master’s degree 

Language

Fluent English (both written and spoken)
