Duties and responsibilities:

 

  • The nominated person AMO S&C {145.A.30 (b) & (c)} is responsible for ensuring that the maintenance organisation complies with EASA Part-145. In any case shall report directly to the Accountable Manager. This manager may delegate EASA Part-145 functions to other manager(s) working directly under their respective responsibility. 
  • The functions include maintenance/safety training, verification of performance and certification of maintenance, facility requirements, man-hour plan compliance, etc.
  • The function includes Internal Training Instructor.
  • Due to the size of the organisation this position combines the duties in Compliance and Safety management:

 

Compliance responsibilities:

 

  • Ensuring that the activities of the organisation are monitored for compliance with the applicable requirements and any additional requirements
  • Ensuring that any maintenance contracted to another maintenance organisation is monitored for compliance with the contract or work order;
  • Establishing an independent audit system to monitor compliance of the Part-145 organisation with EASA requirements, and that an audit plan is properly implemented, maintained, and continually reviewed and improved
  • Maintaining effective feedback system to the Accountable Manager
  • Monitoring and managing the amendment of the organization’s procedures and standard practices (MOE, including associated procedures, lists and forms) and validate their compliance
  • Assessing providers of materials, standard parts, components, and contracted organizations for satisfactory product quality in relation to the needs of the organisation;
  • Assessing subcontractors working under the Compliance Monitoring and maintaining the expertise necessary to be able to do so, to the satisfaction of EASA.
  • Issuing / renewing / withdrawing of EASA Part-145 individual Certification Authorisation Documents – Company Authorizations; issuing One-Off Authorizations;
  • Assess temporary or occasional cases of considered base maintenance tasks (from AD’s, SB’s, or AMP) to be performed;
  • Liaising with competent authority about maintenance activities conducted outside the approved locations;
  • Maintaining training program.

 

Safety responsibilities:

 

  • Managing the safety reporting scheme and the occurrence reporting system, including initiation and follow-up of internal occurrence investigations with clear authority for coordinating action on airworthiness occurrences and for initiating any necessary further investigation and follow-up activity;
  • Facilitate hazard identification, risk assessment and management;
  • Monitor the implementation of actions taken to mitigate risks, as listed in the safety action plan, unless action follow-up is addressed by the compliance monitoring function;
  • Provide periodic reports on safety performance to the Accountable Manager and Line Maintenance Manager (safety review board);
  • Ensure the maintenance of safety management documentation;
  • Ensure that there is safety training available, and that it meets acceptable standards;
  • Provide advice on safety matters;
  • Establishing feedback from maintenance incidents/issues and feeding these back into the recurrent training programme
  • .

 

Requirements:

 

  • Relevant engineering degree, or technical degree, or an aircraft technician or maintenance engineer qualification with additional education.
  • Comprehensive knowledge of EASA Part 145 rules and any associated requirement and procedure, knowledge of EASA Part-M, Part-66, Part-21 rules - Reg (EU) no 1321/2014) and (EU) 2021/1963) and is updates.
  • Knowledge of EU Management system requirements and their application including safety management systems and compliance monitoring.
  • Knowledge of relevant maintenance methods.
  • Fuel tank Safety training Phase 1 awareness.
  • Knowledge of EWIS.
  • Safety training including Human Factors.
  • Knowledge of a relevant sample of aircraft/engine types maintained, demonstrated by training course (Airbus A320/A321 with engines IAE V2500 / IAE PW1100G).
  • Auditing techniques training and root cause analysis methodologies training.
  • Training of ICAO standards (Safety related).
  • Knowledge of accident/incident/occurrence investigations and root cause analysis methodologies demonstrated by training course.
  • Knowledge of hazard identification and risk management demonstrated by training course.
  • Practical experience and expertise in the application of aviation safety standards and safe operating practices.
  • Five years relevant work experience of which at least two years should be from the aeronautical industry in an appropriate position.
  • Safety management experience (preferred).
  • Excellent English language knowledge (mandatory), Hungarian language knowledge (strongly desirable).
  • Adequate language and communication skills.
  • Interpersonal and leadership skills, and ability to positively influence staff.
  • Be accepted by the Competent Authorities as a Nominated Person.
